If you are flying a Battleship, I'd use medium drones to kill the frigates. My med drones don't seem to have any trouble hitting frigates and they hit a lot harder than light drones. They can help you out a bit with cruisers, too.

I think you have longer than 24 hours to decline before being penalized. Once you have asked for a mission, it appears in your log. Shown there is a deadline for accepting or declining and, at least for Lv4 missions, it is more than 24 hours.
